Job Summary

ASSOCIATE GENERAL COUNSEL

The Associate General Counsel provides legal advice in a variety of areas, including employment and labor relations. Additional responsibilities include drafting, reviewing and recommending language for various University contract instruments; advising University community members on various federal and or state compliance matters; developing and reviewing University policy and procedures; monitoring and advising on legislative and regulatory matters; representing the University in administrative hearings or other proceedings in matters involving external agencies; manage legal services provided by outside counsel; perform other job-related duties as assigned.

TITLE IX COORDINATOR

The Title IX Coordinator is responsible for overseeing institutional compliance with Title IX of the Education Amendments of the 1972 Civil Rights Act (Title IX), the Violence Against Women Act Reauthorization of 2013 (VAWA), the Campus Sexual Violence Elimination Act (Campus SaVE), and other related federal and state laws.

Job Description

ASSOCIATE GENERAL COUNSEL

1. Oversee designated administrative functions under the direction of the Vice President and General Counsel.

2, Represent the University in administrative hearings or other proceedings involving external agencies, including but not limited to , including but not limited to, Illinois Labor Relations Board, Illinois Department of Human Rights, U.S Equal Employment Opportunity Commission, Office of Civil Rights.

3. Assists in the procurement of legal services from outside counsel to coordinate litigation services with client entities, as well as assist with discovery, research and editing of pleadings as appropriate. Manages contract with outside counsel, including such tasks as reviewing and approving invoices and monitoring services provided to ensure cost effective representation.

4. Review and/or approve contracts and agreements as to legality and form, and make recommendations for approval of legal documents.

5. Draft and develop legal documents, policies, procedures, and guidelines as necessary.

6. Keep the University General Counsel and University administration apprised of significant cases, risks and projects.

7. Provide support for major initiatives.

8. Perform other related duties as assigned.

TITLE IX COORDINATOR

1. Serves as the University’s subject matter expert on requirement of and compliance with Title IX, VAWA, Campus SaVE and related federal and state laws.

2. Coordinates the University’s Title IX efforts including the developing, implementing and monitoring of appropriate disclosures, policies, procedures and practices designed to comply with federal and state legislation, regulation, and case law requiring the prompt and equitable resolution of Title IX complaints.

3. Oversight of Title IX investigations, including allegation of sexual violence, discrimination, harassment, domestic or dating violence, stalking and retaliation.

4. Fact-finding, including interviewing the complainant, respondent, and potential witnesses, drawing conclusions, preparing detailed written investigatory reports and making recommendations for action.

5. Developing education programs and training material relating to sexual harassment and sexual violence.

6. Collaborate with Campus Security to ensure accuracy in reporting annual crime statistics, as required by the Clery Act.

7. Works with Campus Security to collaborate with local law enforcement, victim advocacy organizations and service providers as needed.

8. Performs other duties as assigned.

Minimum Qualifications

1. A JD or equivalent degree from an ABA accredited law school;

2. Admission to practice law in Illinois;

3. Five to seven years of related experience as a licensed attorney. Experience must have included civil litigation, trial and appellate practice and employment law.

4. Must have strong analytical, interpersonal and organizational skills.

5. Ability to handle delicate subject-matter objectively and with sensitivity and discretion.

6. Ability to work independently and to manage time and multiple projects effectively.

7. Excellent communication skills and proficient in legal research and writing.

8. Must be able to develop and conduct training programs and workshops.

9. Ability to interact in a diverse, multicultural environment.

1. Title IX and federal, state, and local equal opportunity and non-discrimination laws and regulations and ability to interpret the same.

2. Demonstrated skill in presenting complex and emotionally charged material in an understandable and objective writing style and effective presentation style.

3. Evidence of excellent problem solving, conflict resolution, interpersonal communication, verbal and written skills.

4. Ability to gather and analyze data, conduct investigations, make witness credibility assessments, reason logically and draw valid conclusions.

5. Handle confidential and sensitive matters with discretion and neutrality.

6. Establish and maintain positive and professional working relationships with a diverse population.

7. Maintain a sense of urgency in approaching responsibilities and consult appropriately with supervisor and other campus leadership when appropriate.
