Job Summary

The Vice President of Administration and Finance has
responsibility for the leadership and management of the
University’s administrative and finance operations, is a
member of the executive management team, and reports
directly to the President. The Vice President is responsible for
providing executive level direction and management oversight
for financial planning, budgeting, accounting, financial controls
and reporting, purchasing and contracts.

Job Description

Under the direction of the President, the Vice President of
Administration and Finance performs some, or all, of the
following duties:
• Serves as the financial advisor to the President and
executive staff;
• Develops the annual operating and capital budgets and
leads the budgeting process; oversees the University’s
treasury functions, including cash management; asset
accounting and divisional policies and procedures; and
reviews budget vs. actual expenditures with department
heads and senior management;
• Drives continual improvement of the budgeting process
through the education of department managers on
budgetary issues impacting their budget and ongoing
departmental performance to budget;
• Participate in the development of the University’s
strategic planning as a tactical partner in evaluating and
advising on the impact of long-range planning and
regulatory action on the areas of responsibility.
• Directs internal control and audits on the University’s
administrative departments; coordinates report
preparation, responses, and implementation;
• Serves as advisor to the Board of Trustees’ committees
on Finance and Audits;
• Works cooperatively and collaboratively with the campus
community, including the Faculty Senate, Civil Service
Council, Employee Advisory Committee, Student
Government, the President’s Executive Committee, and
others;
• Establish effective solutions to administrative business
challenges. This would include the assessment of “outsourcing”
of the various activities and functions if such
external support would be the most effective method of
providing the proper level of services at the appropriate
cost.
• Responsible for accurate and timely reporting of
financial information to the President and outside
agencies and groups;
• Administer inventory and property control programs and
assist in the administration of an effective space utilization
program.
• Assists the President and other administrators in
gathering, collating, and analyzing data relative to the
financial operations of the University;
• Perform other duties as assigned.

Minimum Qualifications

A Master’s degree required;

Preferred Qualifications

CPA preferred.

Experience as a proven senior executive in a higher
education, foundation, government or business organization of relevant size and complexity; evidence of developing
progressive business policies and practices that advance the strategic goals of the organization.
Familiarity with Ellician Banner System preferred

Knowledge, Skills and Abilities

Special Skills:
• Exceptional communication skills in the service of
conveying the strategic goals and objectives of finance
and administration programs.
• Ability to negotiate contracts with various vendors for the
maximum benefit of the University.
• Expertise in budget development and implementation,
familiarity with a wide variety of financing techniques,
financial and ratio analysis, debt management and bond
issuance as well as familiarity with business and finance
operations, and capital construction, in a University
system and/or similarly-sized organization.
• Excellent interpersonal skills.

• Ability to lead effectively across departments, using
collaboration and persuasion to guide decision-making
and influence critical operations; a proven team player,
with the ability both to advocate and to partner with
others; as well as skill as a negotiator and experience
reviewing and realigning systems, policies and
personnel; and ability to lead in a unionized
environment;
• An understanding of compliance and other regulatory
issues and enforcement requirements as mandated by
local, state and federal policies and regulations
• Understanding of the political, social and economic
factors shaping the future of public higher education,
and the political skill to develop strong partnerships with
other universities and affiliated entities, and experience
dealing with local, state, and federal legislative and
regulatory agencies in ways that build trust and promote
mutual benefit.
